Household Charge - Background

The Household Charge was a 100 euro charge introduced by the Local Government (Household Charge) Act 2011, which was a charge payable by liable owners of residential property for the year 2012 only. The EU/IMF Programme of Financial Support for Ireland committed the Government to the introduction of a property tax commencing in 2012. The Household Charge was an interim measure for 2012 only which obliged liable owners of residential properties on 1 January 2012 to register and pay the 100 euro charge.  The Household Charge was superseded in the following years by the introduction of the valuation-based Local Property tax (LPT) in 1 July 2013.

Where the Household Charge for 2012 was not paid or was only part paid by 1 July 2013 the arrears amount (including late payment penalties) would have been increased to 200 euro and would have been included as part of the LPT liability in respect of the property. In effect, the arrears of the Household Charge became an LPT charge and is collected by the Revenue Commissioners.
