On 27 January 2015 the Minister for Housing, Planning, Community and Local Government published a consultation paper to commence the pre-legislative process leading to the establishment of an electoral commission in Ireland.

This was the first step in the preparation of an Electoral Commission Bill. The Minister sent the consultation paper to the Joint Oireachtas Committee on the Environment, Culture and the Gaeltacht and asked the Committee to examine it.
The Committee subsequently undertook a public consultation and published its report in January 2016, with recommendations on the establishment of an Electoral Commission.
