Economic regulation
The Commission for Energy Regulation (CER) is the economic regulator of Irish Water. This means the CER:
- decides the budgets and level of investment by Irish Water
- decides the level of water charges for domestic and non-domestic customers
- examines disputes between Irish Water and its customers

Environmental regulation
The Environmental Protection Agency (EPA) is responsible for environmental regulation of water-related activities and water quality. In relation to Irish Water, it regulates:
- drinking water quality
- sewerage treatment by Irish Water and its discharges into water bodies
